Meaningful access is not being on the sidewalk in the freezing cold while hundreds of cabs go by while my family and I cannot get one of them because I'm in a wheelchair. It's not meaningful access if I have to call slow 311 and wait 45 minutes for an accessible cab that may or may not come. We'd all be miserable by then! Separate is not equal.
