According to the federal Department of Housing and Urban Development's regional director Adolfo Carrion, there are people who "get it" and people who don't. At a recent event at N.Y.U.'s Wagner Center, for example, Carrion said that federal transportation commissioner Ray LaHood "really gets it," while "some public housing people don't get it." Also, "the Republican administration that came before us didn't really get it."
