A reader passed along this picture showing Andrew Cuomo on the cover of Environment & Climate News, a publication of the Heartland Institute.

The story is about the state selling off old train cars that were purchased under George Pataki and are no longer operable.

Which fits into the publisher's mantra of seeking "market-based solutions" to government and social problems.

The group, according to Source Watch, also "questions the reality and import of climate change, second-hand smoke health hazards, and a host of other issues that might seem to require government regulation."

As the story correctly noted, Cuomo is currently seeking funds for new high-speed rail projects.
