Getting the teacher evaluation bill passed was a "solid victory" for Cuomo who submitted it just before the deadline and refused to negotiate it. (Not passing it would have meant a wider-reaching disclosure rule, and the powerful teachers unions probably would have unleashed its anger at individual legislators who, presumably, would rather not deal with that headache.) It seems "The Prisoner of City Hall" and his commissioners are doing everything in their "Power" to help "Quinn" become the next Mayor.

One has to wonder who is arranging all this ?

Maybe an "Investigation" is in order ?
