Getting the teacher evaluation bill passed was a "solid victory" for Cuomo who submitted it just before the deadline and refused to negotiate it. (Not passing it would have meant a wider-reaching disclosure rule, and the powerful teachers unions probably would have unleashed its anger at individual legislators who, presumably, would rather not deal with that headache.)
