Retiring congressman Gary Ackerman forms a new leadership PAC

Representative Gary Ackerman, who announced in March that he would not seek re-election, has started a leadership PAC on his way out the door.

The new committee, called VictoryPAC, was received by the F.E.C. last week.

Leadership committees are fairly common among members of Congress, since they allow campaigns to offset some costs, and also contribute to the campaigns of other friends in Washington.

But it's not entirely clear why Ackerman would start one just six months before he leaves office.

A spokesman for Ackerman did not immediately return an email for comment.
