Susan Lerner of Common Cause New York, one of the good-government groups that hasn't gone along with the Andrew Cuomo's evolving rationale for possibly signing the legislature's gerrymandered district lines into law for another decade, thinks she knows what the governor is up to.
"Well obviously what he's looking to gain is unrelated to redistricting," Lerner told me. "I don't really know, but it's not anything related to redistricting. He's using redistricting as a chit for something else."
It's a notion I've heard a number of times from activists and a few lawmakers, most asking not to be named saying so.
"This is either going to be 'the governor did something bold that was unique' and the people see it that way, or the governor did not," she said.
