In talking with the New York Times, Connecticut's governor happily draws a comparison between himself and the series of governors in New York who rule like "emperors." It's an unmistakable dig at Andrew Cuomo, his fellow Democratic governor, who has come under some criticism for skirting transparency efforts and extending his gubernatorial reach.

It also echoes the attack line that some Republicans (and radio character Curtis Sliwa) employed in 2010, to little effect.

Stop and Frisk

Transportation and infrastructure

An audit of the Port Authority is panned by a veteran real-estate reporter, who puts the word "audit" in square quotes. His complaints: the unintelligible language, the passing reference to past action that led to the cost overruns and not enough focus on the appointed chairman the agency, who's appointed by the N.J. governor. [Steve Cuozzo]

The authority released the audit quietly, perhaps because of its underwhelming findings, or maybe because Chris Christie has his own authority-related issue. [Dana Rubinstein]

Gambling

"The battle is already being waged not so much between pro- and anti-gambling forces as among rival factions favoring full-scale casinos. They include the state’s slot machine operators, Las Vegas gambling companies, three Native American tribes and a Malaysian conglomerate.

"They are arguing over the number of casino licenses, where the casinos would be permitted and whether to lower the relatively high tax rate on gambling in New York." [Charles Bagli]
